"An engine requires the highest fuel octane number when operating at stoichiometric conditions. Lower octane can be tolerated when the engine is running rich." taken from Engineering Fundamentals of the Internal Combustion Engine (Willard W. Pulkrabek) Book

This sentence is true? When operating at stoichiometric conditions, possibility of knocking is lower, so it is not necessary to use the highest fuel octane number.

I think If an engine runs at richer or leaner conditions, higher octane number is required due to lower flame speed.?
