During the developmental work of Road for Heavy traffic, an aggregate base course was suggested after milling of 0-30 mm of the existing asphaltic wearing course of the road, An asphaltic base course was also suggested to be overlay on the aggregate base course and then wearing course. Now, at high temperature, is there any possibility of flow of the lower layer (old Layer of asphalt)?
If Yes, then at how much temperature? and what will be the remedy?
Well,
Flow of asphalt continues till terminated by full oxidation process of Asphalt.
Here, the excess of asphalt volume than the pores created by the type of aggregates produces this phenomenon under critical temperature and load.

Based on your description, the older asphalt layer is well protected. The fact that the asphalt layer is old, it means it has already aged and became stiff which minimizes the likelihood that it will flow. You can measure the temperature profile in your pavement up to the depth of the old layer and see the temperature gradient and whether it is still high to cause any damage which I do not think so.
When a new asphalt layer is constructed over an old pavement and there is an aggregate base layer in between. The depth of the old bituminous course has to be checked. If the depth is greater than 100 mm, temperature near the old layer will be lower relatively and definitely bitumen is not going to flow at that temperature. In addition to this, as other said, the old pavement stiffness is high due to aging and flow does not occur.
