About oscillator strength?

The value of oscillator strength can be higher than of 1. In my work when I calculate it's from molar extinction cofficient , it obtained 1.57.But I saw the people reported it's smaller than of 1.Although I found the published papers that they reported this value higher than of 1.who one have an experience in this subject?
