I am working on silicon on insultor (SOI) on chip devices. I am struggling a lot to design a final layout of the waveguide device on both of the software (Ledit and Klayout software). These two software used for the fianl layout of the devices which is going to fabricate. So, if anyone help me ragrading this then it will be very helpfull.

Klayout is very good software but it handles very badly the circular shapes, so if your layout is mainly made of rectangles it is ok. You can also design the rounded shapes in another soft (illustrator/autocad) and import the dxf, that works well in Klayout
I agree with Benoit Charlot , it is often far easier to develop the geometry in a dedicated CAD package and then export/import as .dxf or .gds file types.
