A Matrix, each cell has frequency of Likert Scale score - how do I compare any two cells?

I have matrix, and each cell in the matrix indicates the frequency of Likert scale score (1-5). I am trying to compare any cell with another. Attached is an example for reference.

Perhaps ANOVA is the method to adopt. But I am not sure, for this ordinal scale of data, how to check its normality and proceed to ANOVA.

Can someone please help me on this.
