28s and 18s RNA band size from mammalian cell line?

I got the attached result of Native agarose electrophoresis of the extracted RNA, where two bans with higher intensity of upper one (believing 28s) and lower intensity of second ban (may be 18s). However, the upper band is near 2kb size, and the second band is ~900bp. Is it true to get that in native gel?
