2 different groups opined on 12 pairs of things, about strength of relationship of each pair, in a Likert scale. How can I rank/order these responses?

I wish to order these 12 pairs according to level of strength of relationship; from most strongly related pair to the least related pair.

Please find attached the excel with clarification and data. It would be really nice if someone can help. Thanks in advance.

These are the following methods, you may use.

1.You can use ICC method. Inter-correlation coefficient method for the same.

2.You can use KAPPA statistics too.

3. You can also use Cronbach's alpha.

May be you need to transform the data as per the methods. You will lot of articles on the same.
