What does it mean if the Cq value from the Rt-Pcr is 0? Does it mean the target gene is not expressed or very low concentration?

I run apoptosis-related genes such as Apaf1, Bcl-2, Bax etc for my research, however the Cq value was 0. Need help on this. Your help is much appreciated. Thanks
