There is currently no review that covers all seabird species across countries in the north-east Atlantic (i.e. north-west Europe). Most countries have published national ringing atlases, that's probably the best way to get an overview. Iceland is a notable exception. EURING is currently planning a joint atlas of ringing recoveries throughout Europe, but I guess it will be a few years before this is out.
There are Migration Atlases for Britain and Norway more recently the Faroe Islands too. As Morten points out, Iceland is due a migration atlas, but although this is by no means an official migration atlas for Iceland, Ævar Petersens - Íslendskir Fuglar (link below) features a bit of info based on ringing in Iceland. But it's written in Icelandic.
It would make a lot of sense if all this got featured in an overall review, and hope that EURING will do this soon.
