I have not worked on clusters myself but you should look up the work of Professor Koen Frenken at Utrecht University. He has done a lot on spatial complexity that is directly relevant to clusters and their innovation dynamics.
Audretsch and Lehmann (2005) have demonstrated that the
number of new firms located in clusters close to a university is positively influenced by the knowledge capacity (as measured by spending on R&D and technological innovations) of the region and by the knowledge output of the university. This finding
leads them to argue that although investment in the creation of new knowledge
will tend to generate opportunities for entrepreneurs, if those with market
information are not fully aware of this knowledge, they will fail to invest (or
under-invest) therein. Questions clearly highlighted therefore concern the nature of appropriate networking both between clusters or universities and between universities and SMEs to enable beneficial innovation activities to be generated.
