I have a question regarding the preliminary study. I've set the preliminary objective as to gather the initial requirement for the proposed model. During my preliminary study, I've successfully acquire an instrument. The instrument later was validated by the expert at the end of the preliminary study process. Then, I conduct a pilot study to see how well the user understand the instrument. So my question, can i consider this pilot study as one of the preliminary study activities?

Usually, a pilot study is a small scale preliminary study conducted for the objective to evaluate feasibility of the idea in various aspects and later improve upon the study design to prepare for the full-scale research project . And to answer your question, I think it is a yes.
Pilot study materials can be used as material for one of the preliminary study activities.
