Finley and Schwartz (2004) developed a scale to measure paternal and maternal involvement. We used it across cultures to measure father involvement in a project led by Prof Ron Rohner a few years ago.The original measures actual and desired involvement through the same items, we only measured actual involvement.
From the psychiatric literature, I have used the Parenal Bonding Instrument, that measures recollections of parental behaviors by adult children. Not sure it would fit a non-western culture, although it has been transiated in many languages.
Lum and Phares in 2005 developed the Lum Emotional Availability of Parents (LEAP) in order to evaluate maternal and paternal emotional availability as perceived by children and adolescents. I and my colleagues have translated it into Italian language and we are using it from several years. I am not sure it may be used in non-western countries.
