Workability is the property of material which is difficult to measure and define. But in short it is the ease with which one can work with the material. Normally blended cement are ground finer than OPC. Hence they have higher surface area compared to OPC.
Also materials like fly- ash and blast furnace slag are ground finer than cement before blending process.
The workability of concrete therefore produced with blended cement is higher than that of OPC.

The blened cement which is usually produced from OPC + fly ash has higher workability (when used in concrete) than OPC because fly ash particles have spherical shape, smooth texture and low water absorption. Incorporating materials other than fly ash will lead to increase or decrease the workability depending on the properties of these materials.
PPC has spherical particles and they have higher fineness value. Due to the spherical shape, concrete moves freely and more fineness of particles allows better filling of pores.
