The United Nations Global Harmonizing System allows for producers to list a range of percentages of ingredients to keep trade secrets confidential. I am working on converting MSDSs to SDSs, but some of our upstream suppliers list ZERO ingredients, not even water. I can't find the legal language in OSHA Hazardous Communication Standards that dictates listing all ingredients, even if it is a non-hazardous mixture.

Whatever the GHS says, it is good idea to include all of them as a mixture could be hazardous.
