There are some specific neurons being reported which instead of taking route of LTP or pre/ post synaptic facilitation directly change the channels involve. e.g. Medial Superior Olive (MSO) Neurons of Auditory Brain Stem transform at sub fractional level of second by modification of h channel properties. So, clearly not involving Synaptic Mechanism but Neuronal Mechanism.
