Generally the groundwater will follow nature of terrain. But if lower water table is found at slightly higher elevations, can we assume the shallow water moves towards the lower WT or as per terrain. What are factors affecting on such movements?

Generally this is correct however the route from A to B is not a straight line, but will depend on the relative permeability and structures in the subsurface. This is well documented by detailed mapping of contaminated plumes.
As previous colleagues stated that groundwater generally move from high groundwater potential to low groundwater potential. As Colleague Klint mentioned movement of groundwater depends also on the relative permeability and anisotropy of the subsurface.
in regional scale, gorundwater should move from high potential line to lower potential line. but in site scale, will higjly depend on the media property, such as homogeneity and isotropic characteristic that also mentioned above.

1. if there is a preexisting hydraulic connection between water tables at different heads, water moves in direction of lower head.
2. If there is no hydraulic connection, it depends on hydraulic properties of porous media to allow water flow, it can be in direction of lower water table or may be not (as previous colleagues mention, isotropy of porous media influences it)
