The action research in our institutions is intended to solve problems in our department. We only have around 10-14 faculty in a span of 4 years when I started. So, when the faculty members are the participants, qualitative research is usually utilized or mixed method.
The acceptance of a pure descriptive-qualitative research in higher indexed journals (such as Scopus and WOS) will depend on various factors, including the quality of the research, its relevance to the journal's scope, and the editorial policies of the journal.
The use of qualitative research or mixed methods in action research is appropriate when the research question is exploratory or when the data collected are non-numerical.

I think the answer is yes. You may have to look at the website or even read some of the papers from each journal to get a better idea about what their ideas and expectations are. I have certainly seen some journals on WoS that publish this type of research.
Another major factor would be the extent to which your research contributes new knowledge to a topic of interest to your field. This would be important for how you write up your "problem statement" in your introduction and how your frame the need for your research in your literature review.

It's a nice inquestic question.
I get the opportunity to review article about 7-8 journals from 3 publisher (IKP; International Knowledge Press, BPI; British Publisher International & another one) and I am engage with this since 2018.
Based on that I am giving my empirical opinion;
"Descriptive, Qualitative" are method of study, so you can use this method for your research.
Next regard Journal acceptance; all Journal have marking system along with distinguished questions to reviewer regard article he/she reviewed.
Mark is give completely based on "follow the steps of scientific research that is structure of research or steps of research". Within the steps, one step is method. If your study (research) fit to qualitative, its absolutely okay. Always remember, a research solve one problem or answer specific question. General perception is, only researcher can said and explain best "what and why the method use" and my personal opinion is reviews just give efforts to enhance (if required) the article. So, the steps of research is focused matter for Journal.
Next to that Journal wants to know;
1. Issue of the article is interesting or important among scientific group
2. Title is okay with the content of article
3. Plagiarism
4.Conflict of interest
5. English (sentence) is communicative
A submitted article noticed above mention points, organised wel and original manuscript than none of journal reject paper.

I agree with the other responses. It all depends on how the qualitative methodology fits the research question-in other words is this the best method to use? Mixed methods does provide additional information usually but again has to fit the research question. In other words, why would quantitative and qualitative methods help to answer the research question more thoroughly than qualitive research alone? The research question is key.
The scope of the journal, the relevance of the problem studying, the way of conducting qualitative analysis, ethical committee permission(Some areas/journals), etc matter. Considering the scope of the journal, you can prepare the article based on any critical appraisal checklist available in qualitative research.
