The town planning practice and mechanism of India is showing us two different senerio in terms of land development. The ULB hosted CDP are well explanatory in their preparation phenomenon but the rapid growth of real estate market development is also focusing on developing "future cities" for some model population of 1.2 to 1.5 milion people. This is now a question of discussion: while the country of 1.26crores really needs these small scale townships as future cities or there is need of modificatuion in planning mechanism under Urban Local Body planning? What will be the possible future picture of Indian cities?
I think that a real network of cities that provides a more distributed regional development all aroud the country could bring more positive results than an isolated and local model of urban development. Mega cities in developing countries usually not be inclusive. Real state market tends to be the most important player wherever you go in this countries. Maybe one important question to point in this discussion is "how urban planning could join social, environmental and economic to provide an inclusive development?".
I agree with Ricardo about more distributed pattern. China has urbanisation policy, with purpose of reducing rural poverty, whereby many farmers are being moved from rural areas into big cities, and some rural communities are being closed down. But this seems to create more consumption and pollution, perhaps is an unsustainable pattern of development? I think there needs to be an urban-rural balance - rural prosperity is still possible (am involved in book about this to be published soon).
