Yes, agreed. For example, susceptible (to a drug) organisms can be killed. Genotypically different ones that are less susceptible can inadvertently be selected for and survive. Other mechanisms can also play a role in the occurrence or development of drug resistance.

According to your last response, I would say yes, other genetically different pathogens that could be less susceptible hasn't been accounted for, so No, it's not likely to be a postulation of hope with regards antibiotic resistance

Although the overall outlook is not good, it is true that not all pathogens will develop resistance to drugs. It varies.
