This is not a theoretical idea but a confirmed physical effect. When people investigated the photo effect they found out that short wavelength light extracts higher energy electrons from a metal (https://en.wikipedia.org/wiki/Photoelectric_effect).

The characteristic time scales come about through the series expansion of the energy about some central value ascribed to the wave packet, so essentially they are the inverses of the derivatives of the given order.  is their any specific reason under which the first derivative of energy associated with classical period and 2nd with revival and so n so forth, 

my understanding is, as the classical period can be observe after every interval, so the duration of classical period is smaller then the revival period, and due to the inverse relation with the derivative of energy, the 1st derivative gives is associated with classical period

Unfortunately I cannot give an intuitive explanation, but purely mathematically, if you look at Eqs. (3), (5) and (7) of the paper I referred to, I think it then follows from the way the terms of the form of Eq. (7) interfere over time in Eq. (3). To have clearly noticeably revival behavior, the relative magnitudes of the derivatives, \delta n, and initial a_n should also be appropriate (like, E' >> E'').

To get better insight of the phenomenology, it might be helpful to implement those few equations in a math software (using either completely hypothetical values of the derivatives and \delta n parameters, or some simple "text-book" case) and see what their time evolution looks like with different choices of parameters.
