I am not a linguistics expert, nor a language  software developer, but I am happy to see more and more software is being developed for translations, and I suspect that this work is being improved at a fast pace.  In the past we bought some software for my wife to translate information for the parents of her kindergarten students, when she was teaching kindergarten, but now Google Translate is available for many languages.  But what about the two you mentioned, and many more?  And for some translations which are available, the quality may be an issue, more so for some than others.  My wife used to get someone to look over the translations we got from the software we bought those years ago.

My guess is that a combination of at least two things impact on this, not necessarily in this order, and weighted by the severity of each part of each problem: Consider (1) the difficulty of translation, especially going from a given language to another with a different alphabet, or no alphabet, so symbol recognition would be one piece of that problem, and (2) the number of people using a given language who would benefit. 

You asked "Do those countries reject cooperation with Google services...."  At first I thought that there would be no reason to believe that, as knowledge about a language necessary to work on translations is available without going through a Government - unless perhaps we are talking about one of the languages spoken by just a very few people.  But I suppose that because Google has to work with political leaders to be allowed to operate within their borders that there might be some political pressures.  I don't know. 

Please forgive my ignorance if I am incorrect, but aren't the Uighurs, and perhaps Turkmen, found in open, rural, western China?  Is perhaps internet access not always available, thus cutting down on the percent of people who could make use of Google Translate, and thus make this less of a priority for Google?   I do not know, I'm just speculating, and though this is a vast geographic area, is it still relatively thinly populated?  However, if you suspect a problem, perhaps writing to the United Nations would be a good idea.

James R Knaub Thanks for the thoughts! Turkmens live in Turkmenistan, and yes majority of Uighurs live in Eastern China; Uighurs have a written tradition for at least a thousand of years. And Turkmen is a Turkic language with millions of living speakers; I mean those are not that exotic or endangered languages. I still don't know how they are excluded...

Yes, that does seem odd. I wonder how many other such cases there are? Hopefully Google Translate will eventually get to pretty much everybody. I recently checked, and they had gotten to Mandarin (I guess, because it says "Chinese"), and it seems not that long ago that I checked and I think it was not there. That's a lot of people to have not gotten to for a long time, but I guess it is a difficult job.

Lets wish Google will start also to translate these too.
