Why there are only 14 Bravais lattice types?

There are 7 Bravais lattice systems. Ideally each system should have four types, namely, primitive, base centred, body centred and face centred. However, only orthorhombic has all 4 types and others don't. What parameter decides this? Why other systems don't have all the types?
