Eq (8) in below-mentioned paper represent joint probability. In many papers, I found this equation use inline index with summation. why?
Hence, other summations in same paper use different summation style while this equation, i.e. joint probability, in many papers put the index on the line of text.

You mean probability distribution. Not all papers use the same formatting style. Equations are better separated from text with their own number, as in that paper imo :)
It's a matter of how to display the equation of the fraction elegantly and clearly. There is no difference at all.

Strict answer to the question "Why" is that the authors wished to do this presentation this way. And this choice is OK, since the notation is commonly understood in a unique way as follows:
P(x,y) = H(x,y) / S, where S= [sum_over_x_and_y] of all values H(x,y).
The only objection appears what the meaning is in case of S=0 :)
