We know FM is being used in both (telecom network and Radio) cases for transmission of signal. but still telecom companies are charging a lot to provide network facilities as its counter part Radio is free. Can't we use radio signal(FM) for telecommunication?

Ans:-Radio(FM) is a one way communication , where you can only receive the signal as a broadcasting means from the source, where as telecom companies are providing a platform(by purchasing licensed spectrum from the Govt.) to communicate to the desired destination.
Q.2.Can't we use radio signal(FM) for telecommunication?
Ans:-Yes FM signal spectrum can be used for telecommunication, provided it must approved by the concerned organisation of spectrum licensing.
But somehow as per international telecommunication policy, certain bands are selectively used for specific application like FM.
Frequency spectrum is not free. It is money. AM and FM radio frequency spectrum was allocated to serve all people. These does not have any commercial value since these are run by government.
However, the private radio operators are required to pay spectrum fee for airing their program.
Most of the AM and FM bands are in the lower frequency bands, therefore, these can not be used for transmitting large data rates, say, 10 MB/s.
In fact, microwave frequency band is envisaged for 5G mobile cellular communications.
