These days, for every educational institution, many types of inspection committees are visiting. As a result, teachers are made to do too much of clerical work than teaching work. Due to this, quality of teaching is getting reduced. How to avoid this?

Interesting topic and discussion. I have come across many teachers dealing with the same challenge and sharing this point of view.
Beaurocratical work becomes greater at the expense of teaching.
Certainly there are reasons why this happens. School management is being studied and becomes more complex.
After all, perceptions around teaching and preparatino change as well.
Where it leads..... we shall see.
Teachers should have help from administrative staff.
I have an impression that formalization and form of the documentation have become more important than the essence of teaching.

It is required actually. The academic requirements have some terms that demand working clerical work for the new annual evaluating scoring.
Due to lack of administrative skill teacher can't order the clerical staff.
I think the main reason is the national and international listing of universities. Universities are also looking for international accreditation. Teachers are the only people able to collect data about courses and students performance. The management is become more complex and any mistake in the administration is extra secretary work for teachers.

Control is the easiest and most obvious part of quality management. It is easy to prove that control was performed and decisions were made. Other parts of quality management - planning, assurance, improvement takes more time and effort and less visible. Unfortunately in many cases we see that university administration and national ministries are charmed with control as it gives fast feedback. Also unfortunately control has limited effectiveness.
Presently the evergrowing gap of misunderstanding between the educational and administrative institutional parts of the staff is approaching the level of complete disaster, which roots from the global difference of aims and therefore goals achieved. Education is motivated by the need of competence growth, while the administration is involved into management and logistics, and those two categories can never match whatever much clerical efforts we will have to apply to the above mentioned gap, because every new (multiply signed and stamped and registered and posted) paper provides very little competence growth, especially compared with time wasted hence stolen from the educational procedures... clerical activity is primitive although precise and structured, educational and academic activity demands more intellect, and thus time lost for clerical stuff ruins both Education and Research...
