Why pollution is less in some countries?

Every one assume that most of the pollution is caused by vehicles. In Dubai, I have seen much larger vehicular traffic than in India, but the pollution is almost nil. The photo here is of Dubai.But India, pollution is a problem in big cities. What is the exact reason for pollution?
