Your question is not clear. Please expand or explain more. What do you feel students do not finish? What sort of risks are you referring to? What do you mean by "the end of the learning process"?
However, education that had been more geared to learn practically more in the first world has been getting costlier in the polytechnics. It is still is choice related. But, in universities and higher studies it has become 'if you get it, must take it', choice or no choice, esp is medical streams. Once it is not what is of one's liking, the results are obvious. Subjects are also chosen for the money earning capacity, overfilling, over demanding based on their financial gains in future. I remember Einstein was not keen on some subjects in BSc that he had no inclination to learn. He was reprimanded in one or the other manner for thinking that way.
The education system needs transformation in the sense of having special system where one could persue what one wishes to do and has an aptitude for. It would be better if we started with the profession we loved from the beginning as an apprentice in it for say 10 years from age 16 (or whatever). The last two years to study and sit exams and the rest easy study but extensive self learning while in apprentice practice. A good sounding idea, but how practical it would be, is another issue.
Zamboanga medical school in Philippines is an example. Students from villages, adopt villages and look after everything related to health and health development in that village...they are cleaners, bed makers, family owners, health care workers till the final year when they pass the finals and become certified doctors ...come out knowing everything in relation to primary health care, family medicine, public health and whatever they can and want to with kind of perfection with the basics of health.
Primarily universal free health and education are responsibility of the states and that would make people do what they are capable of, have aptitude for and like the profession they chose. Hopefully less drop outs would be the bonus as a result.
WE should allow student to choose thier subject of interest. It happens many times that the parent want their children to be a Doctor or Engineer or Chartered Accountant for example. Whereas the student interest is somewhere else. Important is to get the mastery in the choosen subject. Another factor is the craze of studying abroad. Many student from developing countries prefer to go to abroad for their higher studies and the parental income is not sufficient to cover the expenses. This has caused many students to drop the studies.
@Anam, @Ian, @Ahed, indeed, in both developed and developing countries, issues and specific factors associated with this risk are quite different. But, the problems of such risks exist.
Quality education needs to be provided in schools.Good quality teachers,recruitment system(transperent),in service training of regular teachers may be in built in the system.Adhoc appointment should be eliminated from school.Teachers absenteesm from school must be stopped at any cost.Good quality education could give dignity to weak and deprived
I agree with @Anam... there are factors affecting the individual.. could be the teachers, or resources that might be lacking. But can't totally blame the teachers, it probably due to upbringing from home. Learning processes begin from home.
First, parents should be vigilant and not delegate the responsibility for caring school performance of their children alone . They must attend meetings, testing of materials , track report, be alert and close of school life

Parents and teachers should be aware if the child saw his eyes and tries to see the blackboard or television , for example. Writing and reading his head very close to the leaf is also an indication of vision problems.

willingness, ability and environmental circumstances are three groups of factors affecting decision of students to finish or leave. Of course the importance of these factors vary case by case and from country to country. In my country getting a university degree is highly valued and thus generally speaking we have no problem with the willingness of students. Educational quality of secondary educational system is acceptable and few students have problem with their abilities to continue for a higher degree. Overall the rate of failure is low and in most cases it is because of financial problems.
