Ruthenium(III) Chloride, Anhydrous with high assay is not so expensive. Hydrate is hard to measure the exact Ru content. However, hydrate is used for the synthesis of Ru nanoparticles. Wikipedia also says it (https://en.wikipedia.org/wiki/Ruthenium(III)_chloride). What is the advantage of using hydrate?

RuCl3 exhibits very low solubility-to-unsoluble in a large set of solvents, including the broadly used in the metal-organics synthesis H2O, C2H5OH, CH3OH, etc.
Because RuCl3.XH2O is the most commonly available. You can use RuCl3.XH2O or RuCl3 in water, you get the same results.
Besides being more available, RuCl3.XH2O contains water which under heating forms vapors 800 times more in volume than liquid water thus promoting formation of finely dispersed powder and consequently fine or nanoparticles of Ru metal, which is necessary in most cases

The anhydrous RuCl3 is chemically inert and has very low solubility to most of the solvents.
Onlyu alpha-modification is inert and insoluble. Beta-modification is hygroscopic.
