To make innovation as entrepreneurship it needs to have the operation manager. In lack of operation manager the innovations remain as the conceptual models.
This is also true for the creativity which needs the mid-level manager who makes the creativity as innovation.
As you see there are 3 levels as:

3- Entrepreneurship
These are corresponding to the following levels:
1- Strategic
2- Tactic
3- Technic
and the all above are corresponding to the following levels:
1- Hypothesizing
2- Modeling
3- Theorizing

Now you can see that the levels should be done back to back of each other.

Just, I will add to his answer the conceptual model of a production system. According to process-oriented approach (look at ISO 9001 for further development of this idea) you have: inputs (resources) - process (operations) - outputs (products). From my point of view, innovation is an input, so you need operations to realize it into a product. And the person responsible for the operations is the operations/production manager. Without him every production company is an imaginary one.
