Why mmWaves get absorbed by O2 at 60Ghz.?

Is There any particular reason for em waves that they get absorbed at different frequencies?

Like O2 ,H2O etc.

At this frequency electrons in the oxygen molecule can change between particular states. The paper below gives some more details. This and other resonant effects happen at different frequencies for different molecules and atoms. For the same same sort of reason sodium lights are yellow.
