Why isn't face centered tetragonal taken into Bravais lattice?

According to the classification of bravais lattice, symmetry based approach is used to explain the presence of 14 crystal systems. In that, tetragonal has single 4 fold axis, this symmetry is not true for edge centered.

But, it is true for face Centered tetragonal.
