I am doing heat transfer analysis for multiple 0.5-0.25 mm heating elements in an enclosed shell of about 0.25 m across, with cross flow over said bank of heating elements with water as the fluid at about 10 degree Celsius. I am trying to do preliminary work using A. Zukaukas cross flow experimentally derived correlations but my "h" values are too high, in the range of 100,000 which is in-line with boiling water even though for the calculations I assumed constant surface temperatures in the inflow and heating element. It is worth mentioning that the heating elements mW range powered and there is a couple of thousand of them.
