Why is that people cannot stop littering naturally, why does there has to be law enforcement to stop people from littering?Where are we getting wrong? Can modern society be able to function without law enforcement?
Littering didn't really become a "problem" until there was consumer packaging to be disposed of by people on the move. Even then, most movement was between home and a place of work, with disposal opportunities in both. It became a "problem" because people didn't always know they were doing wrong, or didn't care. Then you needed letter bins and explanations of why they were important, and should be used. Some people are ignorant, some are too self-important, some are plain stupid. All these types need educating, then forcing. It's the way of the world!

Laws are needed to define the Ego, which places a restraint on the Id by obeying principles of reality (e.g., you litter and you're caught doing it, you will be punished by the law). Education theoretically informs the Superego, which functions primarily based on the morality principle - the internalization of values now restraints the Id rather than the external laws that define the Ego. Freud assumed that humans are born evil and if the Ego and Superego are not adequate, the Id will run rampant, resulting in negative behaviours.
