Why is my link usage much more than the app codec rate?

We sent H.264 on the LAN using VLC and got link usage about 50% to >100% more than the video rate set in the application. Based on headers of RTP, UDP, IP and Ethernet, the difference should be only several percent. Why is the measured usage so much more? Also, our values were measured with Wireshark.

First, have you accounted for the entire packets. NICs are bidirectional. Second, can you be more specific with your measurement? When you say "several" and "more" what are the figures?
