The educational systems, in many parts of the world, have undergone negative changes in the past decades that caused this decline. Schools were gradually ruined by the so-called rewarding methods only.
As there is reward, there has to be punishment because this what agrees with the human nature. When teachers were prohibited from using the "stick", the young students became spoiled.
Another point: teachers have to be supported financially & spiritually to carry out their noble duties. When the teachers became a poor sector of the society, how come they will be respected or even listened to?
In many 3rd world countries, expenditure on security has exceeded much more spending on education. Well, this is a recipe for chaos, violence, and mutiny by the youngsters.
I believe parents, schools, teachers and school management are potentially contributing factors in the decline in discipline among students in a general sense. For instance, parents demand exclusively preferential treatments and considerations from schools for their children. Teachers on the other hand are forced to follow schools rules which have given the 21st century child more power and freedom to exercise so called "rights" of rebellion within the four walls of the school. My take is, as much as education is democratic (which I am not against by the way), certain principles that should constitute the proper upbringing of a child should not be watered down as it has in recent years. Even democratic societies require the implementation of laws to function, without which there would be chaos. School laws and rules should balance Rewards and Punishment on an even scale to allow students to be molded into responsible citizens as Nizar Matar has said.
Parents, schools, and teachers must recognize their roles and not conflict these roles in enforcing discipline in a child.
There is something called AVERAGE DAILY ATTENDANCE in the states that leads to many schools slacking off from discipline. The state pays schools according to how many students show up. For example a student has just cursed out a teacher, instead of being sent home for three days the student is sent to in school suspension. I other words, there is a system in place that allows for revenue to keep coming to the school, with little to no consequence for students. I agree with Nizar, rewards for schools based on high test scores, academies (programs), has become a method to determine a choice School. Yet, when you analyze ways the school disciplines their students, you will find that that educational codes allow defiance, parents want their kids to pass regardless of their behavior, and reports of misbehaviors that should be on the 10:00 news are squelched. Our educational systems are really becoming pipelines to jail systems. The question I now have is why would the country want to develope a group of youngsters to read and think?
