Why if electron injection kinetics into TiO2 from a dye is limited by the pulse-width, it means a quantum efficiency for electron injection of 1?

According to several publications if the transient absorption of injected electrons show ultrafast injection where the signal buildup is limited by the width of the pump/probe cross correlation, the quantum electron injection efficiency is equal to one. Why is this true? Could someone explain me the relation?
