Well, to a certain extent your observation is true. Teacher development, special needs and grant applications related to the 'buzzwords' like experiential learning, life-long learning, 21st century skills etc. are more likely to be successful. While both the areas mentioned by you are pertinent, you need to be creative; relate your topic to one of the more popular theories to increase your chances of getting funded.
You can't do much otherwise, keep waiting for a funding agency that is more receptive to your ideas.
