Why does one use both CsPRO and SPSS for household surveys?

Is it related to sample size i.e. CsPRO is more suited for very large sample sizes than SPSS and SPSS is thus used at data tabulation stage? If so, what is the cut off point in terms of sample size for deciding when to use CsPRO for data entry and SPSS for data analysis?

In all the statistics systems almost always 30 samples is the umbral. But if you have less you can structure different, panel samples for example!!
