It is probably because brick kilns are primarily known to be major air-polluters. And apart from this, scientific reports says, that top soil is severely being damaged which affects crop farming and eventually economy. Cement also contributes to the air pollution. However, referring to the cost, and ease of placements, and less-time requirements,I believe concrete blocks are somewhat preferable and more eco-friendly but in a relative sense (w.r.t. brick).
