If a Doctor by honorary award has Masters` and a lot of publications is not allowed to supervise a Doctoral student, How come a Professor by honorary award without a PDF but has a lot of publications is allowed to supervise a PDF?

All universities should allow extremely meritorious scientists to guide Ph.D. students in spite not have Ph.D. I believe at least one or more universities do allow so.
The answer to your question is simple, only a PhD knows what it takes to make a proper PhD-thesis, and can pass it.
Do not confuse or conflate the creating of a post of honorary professor with the granting of a honorary degree.
A person can have a honorary degree and not be a professor. Conversely, a person can have a PhD, and not be appointed as a professor.
It is only a PhD supervisor who has walked the path that leads to the PhD destination. S/he understands the twists and turns in the journey and what it takes to be successful. A silver-platered PhD winner may not be privy to this expert key.

If a honorary PhD holder is not permitted to supervise a PhD students despite all prove of publications and conferences, then a Professors despite all publications and conferences without PDF should also not be allowed to supervise a PDF student.
You are still confusing post titles with people's titles. A Post Doctoral Fellowship is a post. Such a post holder must by definition have earned a PhD.
As I said, only an earned PhD person can make a PhD supervisor.
A person occupying a honorary professor post without a PhD being earned cannot make a PhD supervisor.

An honorary doctorate is not an academic degree. It is done to honor someone who has contributed to the success of the institution or of general society.
Often it is someone who has made a large financial contribution.
There is NO expectation that the recipient of an honorary degree has done ANY academic work.
It is also considered to be unethical for the recipient of an honorary doctorate to actually USE the title "doctor."
It seems that there is no parallel between the cases, such that the analogy is false. A PhD who did not need to take a post-doctoral fellowship but had the ability to leap over it to directly assume the more prestigious position of a professor has the ability to supervise PhDs in a less prestigious position. An honorary doctor hasn't earned a PhD and doesn't have the skills to supervise doctoral students.
In Croatia number of honorary Ph.D.s are given to politicians who have successfully sone some lobbying for additional govetnment financial szpport to the university. It is an honor title, not a verification of someone's scientific or expert performance. Moreover, somone who hasn't done the thesis himself can hardly be a good guidance and support to others.
This is such a funny question... Honorary Ph. D degrees are not academically motivated but financially. To illustrate my point well, imagine a Driver who have driven many brands of cars and a boss who has the cash to buy different kind of cars, but has never driven before. However both persons possesses a personal driver's licence. Among this two persons, who is qualified to teach driving to a novice? PDF is an academic activity. Infact, it is not a degree, it just an acronym given to a period of training after ur Ph.D (Post-Doctorate Degree). Hence, a mentor is needed.
