Likely this is because pre insertion resistors were not origionally available at transmission and sub-transmission voltages. The point on wave approach sounds good in theory but field experience shows that this is a complicated and unreliable approach to controlling switching transients.

Given the consequences of switchgear failure, that's not a bad insurance.

I guess I did not realize that failing 10 % of the time was acceptable performance to electric power utilities, especially since there are alternatives that don't miss at all.
