1. Why different wavelengths have different scattering intensities?
2. Why scattering intensity decrease, when we increase the particle size (wavelength is fixed 650 nm)?

Only religions can attempt to answer the question 'why'" Scientists can answer the question 'How?'
Answer 1: In general terms (in the Rayleigh region) intensity of scattering is inversely proportional to the 4th power of the wavelength of impinging light. This is why the sky is blue overhead but red at dusk/dawn (longer path length and the blue is scattered out leaving the red)
Answer 2: Clearly you have some mistake in your math. Only in the submicron region do we see a contradiction to the general rule that increasing the size of particle increases the intensity of scattering. This apparent anomaly is explained by application of Mie theory.
Indeed, there is something odd with your equation since scattering intensity should increase with larger particle sizes. ;-)
I forgot to add that in light scattering theories, wavelength and size is generally dealt with by the size parameter (circumference/wavelength). Slide 27 in:
