The Ancient Egyptian civilization was able to create works of incredible complexity and size in terrestrial engineering but for some unknown reason never built an open water navy or engaged in overseas trade directly.  In spite of relience on river trade and having access to the design of Phoenician ships since at least as early as the 3rd millennium BCE naval architecture was never mastered by them in 3 thousand years.  Why might that have been?
