Why delta connection STATCOM is been used at my working place and completely medium voltage system is designed ungrounded?

At my working location, a STATCOM has been installed and in which the total medium voltage side is in either floating neutral or delta connection. And the VSCs are connected in Delta and the MSC (Mechanically switched Capacitor) & MSR (Mechanically switched Reactor) are connected in floating neutral. For the entire MV side, the zig-zag transformer has been installed.

Following are my questions.

1. Why VSCs are connected in a delta fashion?

2. Why MSR and MSCs are connected in floating neutral?

3. Why was a zig-zag transformer installed?

4. Why not NGR be installed?
