Modern vehicles nowadays have a better safety protection (front and side airbag, seatbelt etc). Plus, with the addition/installation of booster and child car seat for children may help with the safety protection. But still, why the children under 13 years old cannot legally seat in the front seat passenger even though they have already prepared the safety preventions?

Those children should sit in a special seat. Due to this they are located very closely to the airbag. This is dangerous in the case of an accident.
In Germany we have cars where you can deactivate the passenger airbag. In this case the children can sit in front.
