Because decreases the temperature lower the price commercially. The second high temperature increase the abnormal grain growth. That is one of the reason malfunction of the ceramic electronics. If one obtain some ceramics almost similar grain size, the ceramics will be stable.

Generally, for the electrical packaging, the ceramic and the electrode were needed. In case of the electrode such as Ni, these materials were sintered at 600oC. However over the sintering temperature of 1000oC, these electrode materials were contaminated in the part of ceramics, and these phenomena will be bad effect on the electrical properties of the devices. In addition, I think that the opinion written by Akbas is one of the reason for your question.
The metal interconnections can be co-fired with the ceramic package. Sintering temperatures below 1000C allow the use of high conductivity metals such as silver, and copper etc. At higher temperatures, only the low conductivity refractory metals, such Mo, tungsten can be used.
