In my opinion it is very hard to assign an impact factor to a conference, basically because there are no such metrics established for events. Not that it cannot be done of course, where there is will there is action. A scoring system for events is probably the next best assessment framework for scholarly work (articles, proceedings). Thomson-Reuters has initiated the Conference Proceedings Citation Index which rates these events indirectly through the impact of proceedings in global research.
