I’m currently in the review preparation phase for my recent manuscript submitted to the International Journal of Evaluation and Research in Education (IJERE) (Scopus-indexed, Q3), titled:
"A Bibliometric Analysis of Artificial Intelligence Applications in Art and Design Education."
As per the journal's review process, I am required to suggest four potential reviewers who:
Have expertise in AI in education, art & design pedagogy, educational technology, or bibliometric analysis;
Have no direct collaboration history with me;
Have published relevant peer-reviewed research in the last five years;
Are affiliated with different institutions.

In general, you can find reviewer suggestions relatively easily. You can:
-Identify appropriate Editorial Board members of the journal as potential reviewers.
-Suggest reviewers from among the authors that you cite in your paper.
-Use reviewers of researchers you frequently read and/or listen to at conferences you attended in the past
-Use researchers known as well-established experts in your field
The thing is that you do not need to know them personally. All the relevant info can be found in one of the papers these researchers published and/or can be found after a little search in Google.
One little thing about “International Journal of Evaluation and Research in Education” https://ijere.iaescore.com/index.php/IJERE when you look at the Scopus content coverage here https://www.scopus.com/sourceid/21100934092 I see a somewhat suspecious increase in 2024 (two times more than ‘normal’). Also be aware that there might be an imposter involved https://www.iaesjournal.com/warning-beware-of-fake-website-impersonating-ijere/ They warn that there is/used to be(?) a fake (hijacked) version active, see also the warning here https://ijereiaescore.org (as far as I can see this one is no longer active).
I am not sure whether I should choose this journal, but you might have a look at some of their papers to see if you trust this one.

I will carefully follow your recommendations to identify appropriate reviewers from the journal's Editorial Board, authors cited in my manuscript and established experts from relevant conferences.
I particularly appreciate your caution regarding the International Journal of Evaluation and Research in Education (IJERE). I've also noticed the unusual increase in the journal's Scopus coverage for 2024, as well as the warnings about potential imposters. Given these considerations, I'll thoroughly review several recent articles published by the journal to assess its credibility and suitability for my research.
Moreover, I must admit that this is my first experience where a journal editor specifically requested reviewer suggestions, and I'm somewhat uncertain about the best practices in this regard. Additionally, this is my first bibliometric-focused submission, and I've encountered difficulties in identifying suitable journals due to the relatively niche nature of the topic. I've tried selecting journals based on their abstracts, only to discover upon reviewing the detailed aims and scope that the content did not align as expected.
Could you share any alternative methods or strategies you typically use to identify suitable journals for specialized topics like bibliometric analysis?

Dear Zhao Di Li One little disclaimer up-front: I am no expert in your field. Having said that I would say that the easy answer is, submit to one of the journals of papers you cite in your own paper.
Second option is to Google “AI in education, art & design pedagogy, educational technology, or bibliometric analysis”. Journals that pop-up are:
