In Egypt, most of the research work is funded by the researchers. It is common that the supervisor suggests the research plan for the master or the Ph D. Student who has to follow. For sure, this is not the case in the United States. Most of the research is funded by organizations outside the university. Hence, most of the research topics are as suggested by the funding organization. How is the case in your country.

Both situations are nowadays somehow usual. The founding agencies are paying for some projects presented and approved at the judgment of the proposal.
Nevertheless, some projects are pretty wild in their objectives, so many similar projects are totally inside the main and specific goals.
For a Ph D. project, it is worth the student to propose and develop a project, as far as the project is inside funding support limits. Naturally, the wild original supported proposal should not be overtaken or abandoned.
New material, a new synthetic route, one social problem may solve difficulties with good ideas that are not initially intended inside a public agency open opportunity but may be included as a goal with a real chance to be achieved.

In South Africa, a research plan can be suggested by the Ph.D. student, the supervisor or both. If a student received a supervisor-linked fund, the supervisor is most likely to develop the research plan. Otherwise, the student or both will develop the research plan.
