It takes a village to raise a child. The school district, teachers, and government are responsible. But parents must be stronger advocates for their children's education in the and schools.

It is a complex question, because it involves different actors and scenarios. I might think that there are mentors who may be able to be motivators or inciters for the generation of questions about knowledge in the majority of the students; should be a guide and facilitator for the development of ideas and hypotheses of those students with INQUIRE MINDS and be a teacher for those who want an endeavor to "know something".
